Job Overview

As the Grants/PFC Administrator you will ensure prompt and correct drawdown of federal funds.  You will also develop internal controls and systems to ensure that other departments promptly comply with all federal processes as it relates to federal and state funded projects. Under general direction of the Grants/PFC Manager you will assist with the administration of all Federal and State grants and passenger facility charges and be responsible for the completion of Grants and Passenger Facility Charge (PFC) applications according to FAA rules and regulations and ensures compliance with all rules and regulations.

 

What you will be doing:

  • Prepare documents related to the Grant/PFC application processes for eligible projects and monitors the processes for timeliness, accuracy, and compliance with federal laws, regulations, and advisory circulars.
  • Develop and maintain schedules for project reports, requests for funds, and other submittal requirements; ensure that schedule deadlines are met for submittals to and responses from grantor agencies and for periodic reports to management.
  • Prepare annual audit work papers related to the Grant/PFC program, assists internal and external auditors during the annual Grants/PFC audit required by the Single Audit Act of 1984
  • Research funding data for the five-year capital development program, review development program projects for eligibility, and recommend funding strategy for the development program, as they relate to Grant/PFC funding.
  • Interface with Airport staff to coordinate changes in federal regulations related to Grants and PFCs
  • Provide advice and guidance to management on complex issues related to the Airport Improvement Program (AIP), other grants and PFC programs.
  • Research eligible Grants/PFC funding sources. 

 

What you need:

  • Bachelor's degree in business or public administration, accounting, finance, or related field.
  • Four (4) years of progressively responsible experience administering construction or professional service contracts in a public environment, including two (2) years administering federal grants.
  • Any equivalent combination of education and/or experience may be substituted for the above.
  • Possession of a valid Class C driver’s license.

 

Desirable:

  • Knowledge of Federal Aviation Administration grants.
  • Knowledge of Passenger Facility Charge program.
