This position would include: working to review programs, activities and resources, and communicating your findings to increase accountability and ensure vendor practices are maintained according to regulations, policy and procedures. What You Will be Doing

  • Ensures program operates in compliance with departmental goals and objectives, pertinent laws, rules, and regulations, monitors federal, state, and/or regional regulatory changes.
  • Monitors assigned construction, professional services and concession contracts for compliance with the Board's Program goals; reviews, analyzes and attempts to resolve contractual compliance and technical problems; recommends corrective action.
  • Researches and interprets laws, regulations, policies, contracts, etc., necessary to conduct compliance reviews.
  • Performs all phases of multiple, concurrent site visits and other projects, including complex, politically sensitive, and confidential assignments.
  • Verify that the work committed to Airport Concession, Disadvantaged, Small, Minority and Women Business Enterprises (AC/D/S/M/WBEs) is performed by the AC/D/S/M/WBEs
  • Prepare a written certification to the Vice President of Business Diversity and Development that you have reviewed records of all contracts, leases, joint venture agreements, or other concession-related agreements and monitored the work on-site. The monitoring to which this paragraph refers may be conducted in conjunction with monitoring of concession performance for other purposes.
  • Compliance monitoring includes but is not limited to the following evaluation methods:
    • Site Visits
    • Interviews of Personnel on job site
    • Verification of payroll
    • Review of Company Policies
    • Evaluation of “good faith efforts”
    • Verification of certifications
    • Review of cancelled checks paid to the subcontractors, sub-consultants and suppliers
    • Review of joint venture agreement compliance
    • Review of subcontracts
    • Commercially Useful Function
    • Prompt Pay
  • ¿Responds to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.   

What You Need

  • Bachelor's degree in accounting, finance or a related field.

  • Three (3) years of experience in performance auditing/compliance reviews in one or more of the following fields:

    • Construction

    • Contract Review

    • Joint Ventures

    • Financial/Operational

  • Possession of a valid Class C driver's license.

What We Desire

  • Knowledge of the principles, practices, and techniques of accounting, auditing, and compliance reviews.

  • Demonstrated ability to gather, analyze and evaluate facts and to prepare and present concise oral and written reports.

  • Ability to communicate clearly and effectively, both orally and in writing, including the ability to interview persons to extract sensitive information

  • Ability to schedule and direct the activities of professional and clerical staff in accomplishing the goals of the Department of Business Diversity and Development and to review work in progress and upon completion
