Section 1.3: Key Responsibilities

Invoice Review and Prioritization: Leads the review of department invoices and prioritizes them based on contract payment terms.

Federal Contract Compliance: Ensures payments for federal contracts align with contract terms and FAA guidelines. Verifies certified payroll and maintains detailed payment spreadsheets.

Financial Management: Manages contract finances, including verifying invoice accuracy, proper funding, and account disbursements. Resolves problems and discrepancies with other Board staff.

Payment History Maintenance: Maintains detailed contract data, including payment history, retainages, stored materials, and delivery order payments.

Schedule of Values (SOV): Creates and maintains SOV for new contracts and delivery orders.

Closeout Processes: Prepares and distributes closeout forms and releases, reconciles contract value, and verifies the validity of retainage releases.

Financial Information Sharing: Provides contract-related financial information to various stakeholders, including auditors, bonding companies, suppliers, inspectors, subcontractors, and contractors.

Budget Participation: Contributes to the development and implementation of the departmental annual budget, reallocations, and leads fiscal year-end closing for assigned invoices.

Issue Resolution: Interfaces with contractors, consultants, subcontractors, contract administrators, and other Board staff to resolve payment and contract compliance issues.

 

Section 1.4: Minimum Requirements

College coursework in finance, business, or a related field.

Four (4) years of experience administering contracts or payment provisions.

Up to two (2) years of college coursework can substitute for years of experience.

Possession of a valid Class C driver's license.

Advanced proficiency in Microsoft Excel and report/query writing.

Section 1.5: Required Knowledge, Skills, and Abilities

Knowledge of contract law, contracting procedures, and pricing methods.

Familiarity with accounting practices, cost analysis techniques, and contract funding procedures.

Proficiency in operating a personal computer for record-keeping and data reconciliation.

Strong analytical skills to interpret contractual terms and resolve discrepancies.

Effective communication skills, both oral and written, for interactions with stakeholders.

Ability to coordinate work under time pressure and within established time limits.

Problem-solving skills to identify issues and recommend solutions.
