Qualifications

Job Overview:

Under nominal direction of the EVP, Finance/ITS, Chief Financial Officer (CFO), provides strategic financial management and leadership for the Airport with respect to debt refunding and financing, cash and investment guidelines and management, Federal grants, and Passenger Facility Charges (PFC), and pension plan/ 457 Plan investment guidelines and management. 

 

What you will be doing:

  • Advises the CFO on financial policies, debt financing, pension plan, investment strategies and business programs and activities. 
  • Formulates, develops, and executes broad policies, effective procedures and procedural improvements of Treasury systems including debt issuance, compliance and reporting, banking and trustee relationships, investments and cash management, grants and PFC management, and records management; provides strategic financial input and leadership on decision-making issues affecting the Airport.
  • Responsible for management of the Airport's debt and cash and investments as well as the financial administration of the investments in the employee pension/457 plans.
  • Analyzes and recommends optimal debt structure and investment structure to achieve Airport goals. Directs debt and investment modeling and analysis to determine most effective financing strategy.
  • Directs and manages a diverse group of outside legal and financial consultants/professionals including bond council, financial advisors, pension advisors, bank relationships, investment brokers, and investment bankers to achieve Treasury Management goals and objectives in the debt, investment, banking, and pension plan areas.
  • Administers and helps negotiate selected provisions of the Airports controlling documents including Bond Ordinances, Airport Use Agreement, and lease contracts.
  • Provides strategic financial, operational, debt, banking, and investment management for the Airport's Facility Improvement Corporation (conduit financing) and the Public Facility Improvement Corporation (Grand Hyatt Hotel, Hyatt Place Hotel, Rental Car Facility).                   

What you need:

  • Bachelor's degree in finance or accounting.
  • Seven (7) years of progressively responsible experience in finance administration, including experience in treasury management, investments, finance, and/or accounting.
  • Five (5) years of supervisory experience, primarily in Finance
  • Possession of a valid class C driver's license.

 

What we desire:

  • Knowledge of laws, regulations, procedures, and processes governing the receipt, expenditure, and accounting of public funds.
  • Knowledge of Airport Use Agreements.
  • Knowledge of Texas Public Funds Investment Act.
  • Certified Public Accountant
