Job Overview

Under the supervision of the Emergency Management Administrator, the Senior Emergency Manager (SEM) coordinates and directs emergency management and disaster operations; acts as the Emergency Operations Center Manager during activations; develops, controls, and directs operational drills and exercises and other related preparedness activities for the DFW Airport enterprise and Board. Additionally, the SEM is directly involved and responsible for various programs as assigned involving Continuity of Operations, response, recovery, and hazard impact mitigation in accordance with the needs of the DFW International Airport, the requirements of the Federal Aviation Administration and other related state and federal organizational requirements.  

What you will be doing:

  • Oversees and enables communication, collaboration, and coordination during activations of the Emergency Operations Center and process to effectively respond to and recover from operational disruptions of all sizes.
  • Plans, develops, and delivers emergency management training, drills, and exercises for the enhanced integration of all departments and disciplines of the DFW Airport enterprise.
  • Supports and facilitates the ongoing development of and training for the use of Emergency Management and Airport Operations technology that is to be utilized daily and during irregular operations i.e. WebEOC® and Everbridge®.
  • Facilitates the development, preparation, and maintenance of the Airport Emergency Operations Plan, Continuity of Operations Plan, and other applicable plans.
  • Supports the operational planning, training, and exercise needs of airport customers such as cargo and passenger airlines.
  • Conducts outreach to surrounding community agencies, businesses, and government agencies to ensure engagement in planning and preparedness continuity. 
  • Ability to serve on call 24/7 for 1 to 2 weeks per month.
  • Assists as necessary any other duties assigned.

What you need:

  • Bachelor's degree in Emergency Management or a related field.
  • Four (4) years related experience and/or training with special emphasis on EOC operations management and EOC position specific development, and emergency training, drills, and exercises.
  • Two (2) years of leadership experience in an Emergency Operations Center during activations.
  • Must have led the planning and facilitation of at least two (2) successful full-scale exercises, serving during facilitation as either the Chief Controller or the Exercise Director.
  • Must have certificate of completion from the Department of Homeland Security (FEMA) for National Incident Management System (NIMS) training, including IS100, IS200, IS 300, IS 400, 700, and IS 800B. 
  • Any equivalent combination of education and/or experience may be substituted for the above for consideration.
  • Possession of a valid Class C driver's license.

What we desire:

  • Certification as a Certified Emergency Manager (CEM).
  • Certification as a Master Exercise Practitioner (MEP).
  • Supervisory experience.

Special requirements:

  • Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et al., and DFW Airport's Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each badge renewal.
  • This is a designated safety sensitive position as defined in DFW Airport's Drug and Alcohol Administrative Policy and Procedure. Applicants selected for this position will be required to pass a drug test prior to employment and to submit to drug screening on a random basis during the length of their employment in the safety sensitive position.
